MacBook air icon problem

By right when the mouse cursor is about to click the icon at the desktop the icon should turn bigger,why my icon remain the same and never turn bigger?
 
If you go to the apple icon in the upper left, then click Settings, head for the Dock settings, you can enable that the icons enlarge if you hover the mouse over them.
