MB air 2011 and iPhone 5S on T-Mobile

I enable hotspot on my phone, and the MB detects it but does not connect. It shows the wifi signal just looping for around a minute then shows an ! over the signal and says it's connected but when I attempt to use Safari it says that I'm not connected to the internet.

Maybe it's just the crappy 4G out here? 4G should suffice, should it not?

Thanks for any help

Try leaving the hotspot window on the phone open until the Mac connects. Also go into the Mac WiFi setting, delete your hotspot, and try connecting again.

Since it sounds like a American iPhone, has T-Mobile removed the tethering option? If so, you might have to pay for it (or jailbreak).
