Macbook charger lighting on its on but won't charge when plugged into macbook

I am not sure if this has ever happened to anyone but I woke up and saw my macbook charger lighting green on its own and it wasn't even plugged to my macbook! so is it the charger or my macbook (I know it was suppose to get a new battery sometime soon since the cycle count reached its limit) thats the problem or both? any solutions please please help
