I ordered this Anker 30w USB-C charger to charge my MBP in my car via the 12v cigarette lighter. I heard mixed opinions about doing this and a lot of reviews said it wouldn't be enough to charge it regardless.

I'm using it now and it is actually working, to my surprise. The charger itself isn't too hot either. So, since this appears to work, my next question is if this is bad for the MacBook battery?

No it isn't bad for the battery.
It has a 20V output which is correct, at 1.5 amps so at that voltage/amperage it's a 30watt charger.
