MacBook has no battery life, and I can't charge it.

I will try my best to explain my problem, it's complicated though. I need a quick response.
I frequently had a problem regarding charging. My charger is new. And sometimes it didn't help, it could only work after a few minutes.
Yesterday I forgot to charge my MB, and the battery got dead. Now my charger doesn't help. The light doesn't turn on.
I can't do a SMC reset as my MB has no battery life.
First I thought the problem is with the charger, but after I checked I got sure the charger works well.
I need a quick fix. Here in Azerbaijan there's no official Apple support center.

The unit not charging properly could be a bad battery.... or it could even be an indication of a logic board issue

its really hard to say with that amount of information
