MacBook/MacBook Pro wireless connection gives inconsistent speed...

I think this problem might affect all Mac laptops to some degree so I am really just asking the question for consensus/refutal...

The problem occurs with two different MacBook Pros (one 2.16GHZ 15" the other a 2.4GHZ 17" (I believe)) and the most recent white MacBook.

When downloading large files (ex: iTunes purchases or loading a large quicktime movie) the incoming bandwidth (as seen in the Activity Monitor) "warbles" between say 900kbps and 10kbps. The effect is that downloads take FOREVER. The problem also happens when transferring files across the network to a NAS or another computer over wireless although the problem is not as severe.

When plugged directly into the network (Brighthouse Cable at the office or FiOS @ home) the incoming bandwidth hits a peak of say 1.28 Mbps and just stays there... File transfers vary but stay pretty close to 3Mbps when hooked up via ethernet.

Is there a problem with Apple WiFi cards that keeps them from sustaining a connection? I loaded iStumbler and noticed that even standing right next to the router I never got more than 72% signal strength with "noise" at 9% (changing the channel did not reduce the noise at all...) and this happened at both the office and the house.

I rebooted the routers/modems (the FiOS modem is the router) and I tried changing the broadcast channels and locking the routers into G (as opposed to b/g) and neither of those solutions helped.

If anyone could shed some light on this issue I would appreciate it.
