So I've noticed my harddrive read and write speeds are considerably slower when the laptop is running on battery.

My 7200 reads and writes at 100/100 when plugged in, but only 60/20 when on battery.

My Vertex 3 reads and writes at 500/500 when plugged in, but only 410/380 when on battery.

Is there a setting somewhere that I can toggle to attain full speed when on battery?

What model MBP?

I recall, for the Intel i7 720QM CPU, it throttles itself down to 900MHz when on battery. It's by Intel's design. (my PC laptop, a Sony Vaio VPCF115FM, does this.) So it's possible that the bus speed is going down as well, when on battery. Just a guess...
