I have a Macbook Pro 15" Unibody that won't run off charger and won't charge battery. Light stays green

Works fine off battery but thats about it. One thing that i noticed is that the voltage is not steady on the magsafe and different places around the connector. I've tried changing the battery, magsafe, charger...
Please help, I have all the tools to do board level repair.
