I am able to set it to 1200 rpm in lubbos fan control on BOOTCAMP. But I always heard the minimum was 2000 rpm?
When I am in mountain lion the minimum(idle) is always 2000rpm. Why isn't it 1200?
I am a little confused ..

The best way to find out it is to carefully listen the fans with 1200 and 2000 speeds.
If the sounds are the same, 1200 speed is unsupported, otherwise it is supported.

In a quiet room, I can't hear my fans until they get over 3200 rpm. Not sure why you'd want them under 2000.
 
For the Macbook Pro the minimum is 2000 RPM. For the MacBook Air it's 1200. So when you'd set it to 1200 it's just unsupported.

Yes they are very quiet, but you could hear if move your ear close to MBP.
And the sound is different, higher fan speed means a higher sound.
