Macbook Pro 2015 13 inch base model is very slow in 2019

Hello guys! As the title says I currently own a macbook pro 2015 13 inch base model and I have experienced a lot of lag during last year with macOS Mojave release. I thought that with further patches things will improve but it doesn't look like it.

The problems I encounter is that the UI is very choppy sometimes and even Google Chrome scrolling animations is very choppy on the Macrumors Home page for example.

Do you recommend me to downgrade macOS? To what version should I downgrade?

Hi, I have a MBP 13 2015 base model, I intalled Ctalina yesterday and so far it has been good. Have you checked your temps?

Yes, I recently opened and cleaned my mac from dust so temps are not a problem here.
