MacBook Pro 2015 fans issue

I have a retina MacBook Pro 2015 13 every time I restart MacBook when charging fans go up to 3748 then off after 1 minute it's only happens when charging.When it's not charging and I restart issue does not happen .Is that expected ?

I did basic trouble shooting pram rests and smc rest and safe mode

fans officially dead apple did bad job on reapair i hope to get it fix tommorw or replaced i have class and macbook not working
