So I have a dilemma that I would love to get other people opinion on it.

I was planning to purchase a new MBP to replace my 2016 MPB due to the keyboard issue that I have experienced so many time with keys being stuck and unregistered. However, I came across a MBP 15" 2016 that is only $400 extra compared to the MBP 13" 2017

So which one do you think is a better buy? The newer 13" model with maybe better keyboard or the old 15" model with the same keyboard but better screen and ram capacity
 
Let me get this straight: you want to replace a 2016 MBP due to keyboard issues. Keyboard issues that quite frankly seem to be fairly common one the 2016 and a little bit less common on the 2017 model. And now you're thinking about replacing it with another 2016 MBP with the exact same defective-by-design keyboard.

How... I mean why... I mean how... I... uh.....
 
I made a video about fixing the MacBook keyboard and thousands of people seem to be suffering from it on both the 2016 and 2017 so I don't think the 2017 will be any better. Have you tried the tapping it from behind method - that always fixes it for me? Is your unit still in warranty? You could always take it to Apple and they'll replace it for you.
