MacBook Pro 2017 15inch Crackling?

A very loud crackiling is coming from inside the computer ive tried reinstalling the OS, booting up in safe mode. I watched a few YouTube videos to try to fix the problem and nothing works. Apple wants to charge me half of what I paid for the computer to send it in for repairs. Any suggestions? Oh and there are certain keys that are unresponsive just started happening, I do not know if the 2 problems are connected or not.
