Is the coating coming off the macbook pro touch bar strip and this was replaced three weeks ago ?

Hard to tell from the photo, could be oil or something, but you would be best able to know. I assume there's no plastic covering over it.
 
I think you need to take that in to have a "genius" look at that.
Apple service part replacements have a 90 day warranty.

Or, maybe you just need to clean the rest of that coating off your touch bar :D

What is that sticking out of the hinge area (directly above the 1 key in your picture)? Looks like a hair, or maybe even the remains of a liquid spill. It's hard to tell from your image.
