Not normal and its under warranty. Providing you haven't got any dirt in the connectors that can be easily remove I'd take it into a store for service...
 
I have a early 2015 MacBook Pro 13 inch run I plug it in it says not charging then goes to charging and other times it's says charged 95% then goes to charging what can be causing this issue and is this normal

Difficult to understand what you mean but yes it takes a few seconds to recognise and start charging. And once it's fully charged it will drop back to 95% before charging again if you are using more power than the charger can provide. this behaviour is all normal.

When it says charged and it's not goes to charging instantly is my charging port defective

You can have the battery anywhere between 100% and 93% or so and have it not charge, and that would be normal.

If you plug it in while at 80% it should start charging right away.

Your posts are very difficult to understand, so I'm kind of stabbing in the dark here.

Why at points I put it to charge it automatically reads charged then goes to charging
 
I'm comming late to this thread and to be honest I'm having difficulty understanding your posts. Each time I read it I am either convinced you have a problem or I'm convinced you don't. Perhaps you could get someone with a better command of the English language to pose your question for you. Don't be offended, that's not my intent. You will get a better answer that way.
 
I don't see an issue in the video. If you are having an issue charging, make sure the MagSafe connector and socket are both clean.

I don't see a problem in your video. There's always a small delay while the power supply and charging circuit figure out if your computer needs charging or not. That's exactly what is happening there.

I'm just not sure what you're trying to show us here.

I agree with both T5BRICK and snaky69. There is nothing going on here of concern.
