I have a 15" Macbook Pro. For the past week the charger would sporadically stop working and randomly start working up again.
Today, after an hour of trying, nothing would get it to work. I had even tried cleaning the area where the charger inserts into the Macbook with a q-tip but no use.
Could this be because under my battery it says it must be "replaced soon" or is it just time to get a new macbook charger?

That happened to my previous MacBook Air however it wasn't the battery, since the Air was fairly new. The charger was in great condition too, not sure why, but randomly stopped working. It'd then sometimes work and sometimes not work.
 
If it's within warranty, take it to the Apple Store. If not, if you've got a friend with a MacBook, borrow their charger to see if it works with yours.

If it does work, you know where the issue is, and, assuming it's out of warranty, you're in for a new charger purchase.

Mine just stopped working one day, and I just had to get a new one..
