MacBook Pro M1 Max Won't Restart in Recovery Mode

I need to restart in recovery mode to "enable kernel extensions from the Security Policy button" to enable a hardware driver. I have tried 10 times to shut down, then startup holding Command+R, even tried with an external keyboard. I disconnected all peripherals. My MB Pro will not start in Recovery Mode. Please help. Thank you.

cmd-R? I don't think that's the right way to boot into the options menu for recovery. Try the method outlined in the support note.

I have signatures disabled so I don't see anyone's, so have no idea.
