MacBook Pro Magsafe Charger LED Stays Dim Green

My Magsafe charger for my MacBook Pro always stays
dim lit wheter it is plugged into my MacBook or not

it will not even charge my computer it will just say Not Charging

I have read that I can get it replace for free because its a known issue but my MacBook is over 2 years old am I still able to have a replacement?

Mine does that occasionally, I usually just fiddle with it.

This has been happening to me alot lately and my mac pro is only 4 months old. I used to be able to just put the plug near where it plugs in and it would snap in by itself and charge. now it doesnt work. I do think ive figured out why it wasnt working very well in a certain direction i think the actual plastic case i have it in makes it not seat properly as there is plastic on that side near the corner. Even that being the case I still have to fiddle with it alot on the other direction as well. It doesnt bother me to much but it could be a serious issue if i try and sell. basically the machine would go dead alot from improper connections.
