I have reinstalled Maverics on my new 250 GB Samsung SSD 840 EVO .

I is NOT running smooth.. The computer starts up quickly but is very slow running the programs. Lots of “glitches”.
The mouse I reacting afterwards with lots of latency.
Using Logic Pro is much worse than with the old 7200 HD.
It is useless right now...

Any advice?

How much free drive space do you have? Who installed the SSD? Was a new SATA cable installed?

Cables can be a problem, in fact it's a more or less well known problem on some of the MacBook Pro's. You could be experiencing intermittent connection faults from that. If you're low on free drive space, it will also cause delays.

If possible you might want to put the OS on an external drive, boot from that, and see if the same problems still persist. Many people think SSDs are invincible but they aren't. They can develop bad blocks too and they'll bottleneck your system.
