I bought a 15 MacBook Pro 2017 touch at from eBay. I went to do a fresh install and on the install page I get a remote management page that I can’t proceed from.

I have done some research and it seems to be locked to a company or institution.

I tried installing from a usb and get a “security settings do not allow this mac to use an external“ message, I try to change the settings in startup up security but get admin not found.

I spoke to the seller and he is happy to refund, but would like to try something else to get it working.

I am thinking to call apple, but maybe the device is stolen?

Any suggestions?

There's indeed a strong chance the computer is stolen. You're stuck because of the Apple Device Enrollment Program (DEP) setup for that device. There's no way to bypass it, so send it back for a refund.

Please do not make assumption if you are not sure. The device once enrolled to DEP- Device Enrolment Program will not clear no matter what they do. Disown, remove or format the drive will not change. Apple MDM server registered the device once enrolled or the bulk purchased devices are automatically linked. When the device is formatted and set up as new device, it still pop up the remote management no matter the profiles are removed or drive is wiped. It is not stolen because the DEP notification shows up.
The remote management notice at the time of set up include the information of the organization. Call them or email them to ask the situation. At least you will get the respond as "We are no longer managing the devices and the device is removed from our server. It is not stolen" for sure.
I deal with hundreds of devices every year those are all DEP linked but already disowned by the companies. No way to remove unless apple manually remove from their system. This is the move to control the market and trying to kill the used market.
These companies are only about profit and they don't care if the devices end up in landfill or what ever. I am glad that DEP came out because there are many people cannot afford to buy high end devices now can afford them.

After that, choose other network option and check "My device is not connected to internet". After you finish the set up, go back to recovery mode and disable the SIP and reboot to OS. Then you can remove the enrolment agent through terminal so the notification prompts will not bother you.

I didn't make an assumption. I said there was a strong chance that the computer is stolen, which is absolutely true. When I retire equipment, I ensure that it's removed from my system and not tied to DEP in any way.
Furthermore, it makes no sense to keep a computer that's tied to DEP if it's just been bought and is within the return period, which is why I recommended the OP return it.
 
We had 300 Macbook Pro in late 2018 those were from two tech companies. The system admins disowned the devices before they get rid of them but when we format the drives and reinstall the OS, the device enrolment management screen popped up. Since the software update was completed, we just turned the device off and disable the notification manually.
There is no way to remove the devices from apple system. Apple wants to make more money and trying to put more electronics into landfill.

For the original owner, this is not true.
How it is not true? If single device, there is no reason to use DEP so it doesn't matter. The companies with hundreds of devices use DEP to monitor their devices.
Please educate us how to remove the DEP from the system. The profile already removed and formatted the drive but it shows up in many devices and some don't.

The original owner needs to go into the Apple DEP management console and set the device to "Disowned." Then, once the computer is wiped, it's gone from DEP forever. This isn't something that can be done on the device itself. If the device still shows as DEP enrolled, the original owner needs to contact Apple to find out why. Obviously, there's little incentive to go through this effort for many organizations.
It is, in fact, a requirement of the terms of the program that owners properly "disown" their computers from DEP.
 
hey davidnayzar I recently bought a mac and seem to have run into this issue, the seller claims that it's been removed from their profile but I'm still getting pesky remote management messages. Can you send instructions for getting the messages to stop? thanks!

The original owner of the computer needs to remove it from their management system. If you just bought this computer, return it.
