MacBook Pro sounds like it is sighing during the boot process

I am working with a late 2016 MacBook Pro (no touch bar) and whenever it boots, it sounds like it is repeatedly sighing until it reaches the login screen. It is clearly the fan but I'm not seeing anything on the logic board that jumps out at me as being damaged. I cleaned the fan and reset the SMC but that did not solve the issue.

Any ideas?
