My sister-in-laws 2011 macbook pro 13" wont power on, nor does the indicator like on the Power Adapter come on.

I've tried a known working power adapter from another 2011 Macbook and it's fine. In fact, the power adapter from hers works fine on the other 2011 macbook.

I'm wandering what i should look at first or things to try to at least get it to come back to life to get data off. I don't mind taking it apart. Any ideas what the issue is? anyone see this before?

So the power adapter is fine? Then probably the logic board, possibly the magsafe board if it stopped charging then the battery went flat.

You can pull the hard drive and put it into a usb caddy to get the data off.
 
Oh, as you have two identical MBPs, you could swap the batteries (your risk), and see if it powers up, if it does then likely only the magsafe board.
