Macbook refuses to go to sleep

Ever since upgrading to Maverics my late 2009 Macbook white has had all kinds of problems one of which is the refusal to go to sleep. I have since cleared PRAM, reset the SMC and still nothing works. Does anyone have anything to suggest? It worked like a charm in Mountain Lion.

Are you able to put it to sleep manually from the Apple Menu or do you mean it won't go to sleep on it's own?
