I am currently looking to get a new MacBook but for any configuration other than the base configuration the website is giving an estimated delivery date of 11 - 13 September. Is there normally such a long wait for non-base configurations or is this timed to coincide with the next Apple product announcement scheduled (probably!) for 12th September? Perhaps they are holding back on customised machines until High Sierra launches? This is in the UK store by the way.
 
I ordered a MacBook with 16GB memory on Friday August 18 and it shipped out of China the morning of Monday, August 21. I chose expedited shipping for $13 more.
 
This is the norm. 1-3 or 2-4 business days' processing time plus the world's slowest shipping from China to the UK (about a week) is the cause of the long lead time.

Note you can get the 512GB/8GB/i5 model without waiting.
