Over the past month or so I've noticed my Macbook has slowed down greatly. I am using a blackbook, 2.2 GHZ, 4GB ram, santa rosa.
Many of my programs are failing to close completely causing me to force quit. I'm having several troubles with iWeb(uploading).
I've tried to repair permissions several times, and executed batch tasks with Main menu and still it's buggy, freezing, and slow. I have about 30GB of HD space left, dont know if that could be an issue.

Thank you!

Ok, so a few obvious questions to start:

Did you recently add a program shortly before this problem began to occur regularly?

When your macbook begins to slow down, do you check Activity Monitor to see your RAM usage? Doing so could give you an indication of which program(s) could be responsible.

When the problem does occur, what programs are you typically running?

No nothing was installed..
And, I have 34 GB free, using up 113 GB of hard drive room.

Any ideas?

Repair your permissions from Disk Utility from your OS DVD, as it's more effective sometimes as compared to the HD installed version (I don't know if you ran it from the hard-drive or from the DVD). You can also try running Onyx and see if that helps.
