i just got all my vable etc to get my macbook hooked upto my tv but the picture size on the TV is all messed up
for example my Safari has the scroll bars at the side and bottom, what the best way to fix this i've ried all sizes in display pref's

What exact TV model do you have and what exact adapters and cables (brand, model number and so on) did you get and what resolution is set for the TV? Have you deselected MIRROR DISPLAYS?

System Preferences > Displays >> Arrangement >>> Mirror Displays (but know, that the display with the lowest resolution determines the maximum resolution used on both, thus one display will have a lower than native resolution, except when both displays have the same native resolution)
