Supposing that the new update of the macbook occurs on the 13th (or 20th), in your experience how long would it be until they start popping up on the refurb store on apple.com.

After using pcs for the last 7 odd years I'm ready to come back home. But I am on a college budget and would love to save some money with a refurb if the wait is not too long.

As AAPLaday said, within 1-3 months usually. Currently the previous gen white MacBook (2GHz) goes for 749$ from refurb store if I remember correctly. Oh, by the way, if you're a student, use your discount when the new ones comes on brand new because you don't get discount when purchasing trough refurb store I think

You are correct. The refurb store pricing is the same regardless of being a student. The only difference would be in purchasing the Apple Care.
