I'm not the only one pulling their hair out over High Sierra 10.13.3 and Filevault, but are their any possible fixes besides a complete reinstall of HS to stop the Filevault encryption process?
It's been stuck on 1% almost a week now.
I don't understand why it can't be stopped in terminal.

I have tried the following

turning off wi-fi, screensaver and running all night and day, deleting anti virus programs etc etc still at 1% after 7 days

terminal commands "fdesetup disable" and just get "MacFilevault was not disabled (-69573)"

I can't use Time Machine while it is encrypting apparently. Superduper had a fail before it finished, but Carbon Copy Cloner worked i think.

This is maddening, one article i read suggested going into safe mode and dragging some plist onto the desktop but I lost the page. Any possible workarounds without cloning and reinstalling HS on my ssd?
Any helpful suggestions are greatly appreciated.
