I've been trying to bring up Visual Studio Code which I just downloaded, both the Insider's and the Stable releases, but they both give me this error.

I can't believe that the application can't run on this version of High Sierra. Can anyone confirm that it does, indeed, have issues with this version of macOS? The website says 10.9+ so I would think it works.

I use Visual Studio Code just fine on macOS 10.13.3... I don’t really know what could be the problem with your copy. You’ve already tried downloading different copies it sounds like, so that makes me feel like it is something on your Mac, not actually the app. Have you tried running it in a different user account? Or rebooting and then trying again?
 
I did not try another account (mine is the only one on this one) but I can try that when I get home this evening as well as rebooting. I suspect it is something with my system as well, but the message gives me no clue as to where to look.

Clicking on the report button in that dialog will give you the details about the problem.

You can also try looking at the system logs while launching VS Code, those may give a hint and even may be slightly different than what the Report button shows, as the Report button probably is a crash report or similar while the full system log may show other anomalies that are affecting VS Code. Use the Console app (I find searching in Spotlight or Launchpad the easiest ways to open Console) to view logs.
