Moved to the 15.2 final release. Apple Intelligence won't finish setting up. It claims to be at "100%" but never actually transitions out of the downloading state in Settings.
I can't find any similar reports of this behavior. I see in earlier betas, people were fully clearing "/System/Library/AssetsV2/" -- I did this, and although it allows the data to be rebuilt, it still fails. In my case, within "/System/Library/AssetsV2/", it seems that after 30 minutes or so, "DownloadDir" grabs about 300MB worth of data via this directory, and then it just stalls out once that finishes, and "DownloadDir" then stays empty forever while "100% complete..." shows for hours without end.
