macOS Mojave Voice Memo App Behaving Oddly

Hi

All of a sudden (!) the Voice Memo app on Mojave 10.14.2 won't behave. It used to. It just won't record...

Here is a photo of it just loaded... followed by a photo of it after I click on the big red record button. It just hangs...

Any ideas/comments (be nice now!)

I've tried a macOS recovery install - no joy... everything else on my system seems to be ok...
