MacOS panther, prefPanes open as folders!

I've had this TiBook G4 for a while now, and while it maybe a great looking computer- the OS has really bad issues which are the following:-

1.) The user before me wiped off all of her apps and files, which included system preferences, disk utility and pretty much any other app you can think of.
2.) Prefpanes wont open as a preference pane! All I keep getting is a folder opening saying contents, mac os, resources etc!

Can anyone help me with this?? I really wanna use this mac!!

Also, I do not have any of the install disks and I removed the optical drive because it was damaged.

Preference Panes are opening as folders because the System Preferences.app is missing, so the OS doesn't know what else to do with them. Given the situation you are in, there really isn't an easy fix. When something like this happens, I always suggest a backup / OS reinstall procedure, but for you that isn't possible.

Yeap seems like you'd be better of doing a clean OS install. Maybe you can find Mac OS X panther somewhere?
