Macos photo cleanup not working

Running Sequoia on Mac Studio M3 cleanup tool on photo used to work..now it gives me a message

"Network error
Clean up could not be downloaded at this time..Please try again later"

Maybe an update is necessary ?
 
It appears to correctly function after a reboot but goes away with time requiring another reboot,..not sure what the issue is
