As a Public Beta Tester, and on my External SSD Boot Drive, I had no problems upgrading MacOS Ventura 13.0 to PB1(Ver. 22A5295i) then to PB2 (Ver. 22A5311f).
I received a Software Update of MacOS Ventura 13 Beta 3 and went on to do the Upgrade. It underwent the usual downloading and re-boot process thereafter but upon logging on, it retained the same MacOs Ventura PB2 (Ver. 22A5311f) instead of the supposed PB3 (Ver 22A5321d) and it still shows a Software Update Notice?? I tried this 2 times and is still the same.

Any feedback RE this issue will be much appreciated.

So what troubleshooting steps have you taken? Reset NvRAM/SMC, log out of Beat testing - delete beta profile - log back in to beta Program and download new profile ?

I did got out of the Public Beta by restoring to the default update settings to bring back to MacOs Monterey 12.5, and re-start. Upon logging on, Software update says ‘Your Mac is up to date/MacOS Monterey 12.5.
Re-enrolled in the Apple Beta Software Program after downloading and installing MacOS Public Beta Acess Utility, got the “installation successful” message & on Software Update it showed MacOS Ventura 13 Beta 3 (13-5.41gb). I clicked on the Upgrade Now button where it downloaded the Beta 3, and on to the upgrade process but upon logging on, Software Update still showing macOS Ventura 13 Beta 3 and version remained on MacOS Monterey 12.5
Did not do the NVRAM/SMC reset as I did not have any issues before upgrading to Public Beta2 and Public Beta 2
 
Don't waste your time. It's a bug. I and others have seen this on a Mac Studio with external Thunderbolt SSD.
Thank you for the feedback. Was thinking of trying to upgrade my M1 MBP when Booted as the Startup disk instead of the Bootable SSD with macOS Monterey 12.5 to see if it will do the same thing but changed my mind. Hope the next Public Beta4 will resolve the issue.
