Mac's equiivelent of Windows default profile???

I am configuring a MAC OS X 10.6.5 for multiple users on a domain. I want each profile to have specific applications in the dock along with right click enabled for all users. I am new to Mac's and haven’t found any material on creating a default profile for OS X 10.6.5, so any help would be appreciated. Thanks in advance.
