This is what I did:
  1. Created an encrypted backup with iTunes
  2. Clicked the Restore button and accepted to “update and restore” to iOS 13 (my intention was to do a clean install of the new iOS)
  3. After the restore, selected to restore data from PC (iTunes backup)
  4. The data restore was successful
Everything was restored, except my Shortcuts.

I was on iOS 12.4.1 and my shortcuts were made on the “iOS 12” version of shortcuts. The app was configured to sync in iCloud settings. Important to note that my iCloud Drive is DISABLED.

What’s happened? Why didn’t iTunes backup my iOS 12 shortcuts? Are they simply incompatible with the new iOS 13 Shortcuts app?
On the other wand, my wife has simply updated her iPhone by OTA from iOS 12.4.1 to iOS 13 and her shortcuts are intact after the update.
