I am working in a very quite environment, I noticed that my magsafe adaptor buzzes when I scroll on a page, can be a pdf document, can be a webpage on safari. its funny because it only buzzes or makes a high pitch noise when I scroll a page. is it normal? is it dangerous?

It really shouldn't but it may be due to a lack of earthing depending on where you are using your mac...

Earthing should not matter as the brick has a double insulated logo and doesn't use an earthing pin (in North America at least) unless you use the extension. So I doubt its strictly necessary.
Have you tried a different outlet, preferably outside of your home (coffee place, friends house) to see if anything changed?
My machine makes faint chirps occasionally, almost like a mechanical hard drive. It doesn't clearly have one, but the faint noise has happened since the start and only noticeable in a quiet room. Hasn't affected me yet.

This will often make it go away.
