Hi,
my magic mouse 2 suddenly started to show odd behavior which renders it almost useless - it just started to randomly stutter. I knew this behavior from before when some dust or a hair got into the sensor, but usually a blow onto the sensor removed the issue but no longer. It just keeps persisting, then is gone for a minute then comes back again. I thought it might be surface related somehow but it doesnt really change wherever I place the mouse. I already deleted the mouse related plist files in the user/lib/prefs folder but nothing changed. Any ideas? It's suuuuper annoying. Can it be a physical defect?
 
You didn't mention if you tried this, but if you have another mouse available to you, I'd use that mouse, turn off the Magic Mouse, go to System Preferences > Bluetooth > click on the Magic Mouse > click the "x" to delete it. Then restart your Mac and try to pair the Magic Mouse again.

Another thought. At work, I have a non-Apple Bluetooth mouse on a desktop computer that would become so choppy it was useless if I downloaded anything wirelessly on my laptop. I had to switch the laptop to another band of my wi-fi router to eliminate the interference.
 
Pairing another mouse and then going back to my original one seemed to have helped somehow. Very obscure!
