Magic Mouse has this ballyhooed two-finger swipe feature that (in any browser, apparently - I use Chrome) lets you go back and forth on a page. That's great, except I rarely need to go back or forth; switching tabs, however, is way more useful. Is there a way to set up the mouse to do that instead?

Use BetterTouchTool (Google it), add a Chrome specific configure, and set the two finger swipe to CMD + ALT + (Arrow direction).
 
While I switch tabs more often than go back and forward, I like the universality of back and forward. in iTunes Music Store for example, the back and forward is the same (and you kind of need it there).

But don't you mean ctrl-tab and ctrl-shift-tab in Chrome?
