I also have suspicion cases have something to do with the fluctuating speeds. Yes even when using the official apple MagSafe silicone cases

I suspect it is the case that the 20W charger is needed or at least recommended. I think somehow the MagSafe and 20W charger combination is optimised some how. Any other combination is probably not going to be as efficient. The main issue with the MagSafe is the cable is only about three feet which in many cases is not long enough. Also I suspect it won’t work as well with non MagSafe cases.
