My original (old type) MagSafe, is torn out but it still works. The skin is broken and I can see the small outer wires are all broken. Inside there are some wires covered in other skin, those are not broken. I'd like to ask what is the purpose of the outer wires ?

I also bought a non original MagSafe (new type) and used it for a while, but having tried it again recently, I can hear soft fireworks sound when I touch or squeeze it with my hands, and this one also has problems as the green light doesnt turn on with the first attempt when I connect it to macbook, it may take several tries.
 
The outer wires (woven mesh of tiny silver wires) is the negative. The inner wire is the positive.
Sounds like both chargers should be replaced ASAP.
