Mail accounts are gone! TM won't allow restoration

Basics: iMac running 10.5.5. Computer crashed, and turned back on the mail accounts had been deleted. The time machine will not bring up any inboxes prior to the crash.

I attempted to restore my preferences from the library, and it would not allow me due to "insufficient priveleges" it now appears that my preferences have been deleted!

What next?
