Mail and Safari preferences lost

I have a friend's computer. It's like all of the user preferences are gone, but all of the plists and the user's folder is in tact. Safari lost all of the book marks and Mail lost the two accounts it had and will open, but won't run. I have never seen anything like this before. Any ideas?
I have run permission fixes and Disk Warrior and the drive and permissions are fine.
I'm completely stumped...
