Mail app in Lion, is this normal?

When I drag a picture to the mail icon on the dock *after* I compose a message, it's attached to a new message, not the one I'm composing. Is this normal?

It does the same thing in Snow Leopard, and in 10.4 Tiger. I don't have 10.5 Leopard handy to test on.

Oh, thank you. I could have sworn I saw an Apple Keynote showing this, thinking it's really a neat way to add a picture at the end of the message but above the signature. Oh, well...

It is normal in Leopard and Lion. I've tried both ways.
