Since upgrading to Ventura, I have noticed a couple of things in the Mail app.

I have a standard IMAP account setup. I have my Mail app junk filtering rules set to Mark as junk mail, but leave in inbox. This is working like it did before the upgrade. If Mail thinks a message is Junk, it flags it and the color is changed to light brown.

Here what I don't see anymore under Ventura:

1) At the top of the message content window, I don't get the line: Mail thinks this message is junk. There would be two action buttons allowing me to mark as not junk or move to junk mailbox.

2) There isn't anyway in Mail to mark a message as NOT junk once it's been marked as junk, if it stays in the inbox.

I can take that marked junk message in the inbox, click the Junk icon to move it to the junk folder. Then go into the junk folder and select the message. Now the junk icon is Not Junk, at which point I can click it and it will move it back to the inbox and mark it as not junk.

Am I missing some setting? I did leave feedback since I think this is a bug.

I have the same issue. It is very annoying.

Same here. It's sending emails from my business website to junk and I don't have a "not junk" button either.
 
I have the same issue PLUS Mark as junk mail, but leave in inbox is not working for me.

This is particularly annoying given that my backup software sends me a backup report / status update every night and the e-mail is in my junk folder every morning. Very very annoying that this cannot be fixed.

Worth noting, the control / setting for this is likely best added the iCloud.com Mail settings so it is at the "server level" as opposed to the "client level". Would be great to have Apple catch up to Microsoft in this regard as Outlook allows far greatly flexibility in treating Junk Mail!
 
It hasn't worked for me in the last few OS's. Would love to be able to turn off Junk Mail completely but can't find a way to do that either. It says you can by by unchecking Junk Mail Filtering but it still does it when that is unchecked.
 
Sorry, late to this post. I am having the same problem.

1. No option to mark not junk.
2. Turn off Junk Mail, still filter mail to junk for no reason.
3. I have checked iCloud Mail as well—I don't see any option to turn off junk across the board.

I have not been able to turn off junk mail in the last several OS's. Drives me crazy!! Even tried blocking all junk contacts and they are still delivered showing a little red circle with a line through it. I hope one day they finally get this fixed but I am very doubtful!!
