Mail.app Keyboard Shortcuts not working

I'm trying to set up different color flags to go to different Smart Mailboxes. I'm in Keyboard Shortcuts for Mail.app and set up CMD-B for my Blue flag but for some reason my CMD-R (red), CMD-G (green), CMD-Y (yellow) will add but they won't work in Mail.app. What's the deal here? Are these shortcuts already set for something else?
