Mail app memory hog

Over the weekend I got a low memory notification, this on a 2019 iMac with 40GB of ram. Turns out that the mail app is the offender. I shutdown the mail app and went from 3GB available to 19.5 GB available.
What is mail doing that it requires ~16GB of ram?
