Hello,

Since High Sierra (10.13.6) I can't change the spam filter settings anymore. I want to use the option "Mark as junk mail, but leave in my inbox”, but regardless of which option is selected, spam mails are still sent to the spam folder. Even the complete deactivation of the spam filter has no effect. Any ideas?

i had similar problems.
is your email using POP or IMAP?
for me, the issue that fixed it was to set up my email account's "Email Behaviors" in Mail account's Preferences so that even for IMAP email is being always downloaded / stored on devices, and not always in IMAP server folders.

i was getting huge amounts of spam/junk in one of my accounts.
i wanted a simple way to get this spam/junk into ANY folder that could delete it with the least amount of keystrokes by me.
i was able to change my email account's Email Behaviors for that email account to storing locally, and this allowed the spam/junk to go automatically into my mac's local Junk folder, able to do a Select All and then delete all at once.

since you used the term "Spam" folder i assume you have an IMAP setup storing on the server.
this is why its always sending to the Spam folder.
i dont think that Mail's Junk rules are kicking in at all under that scenario.
but if you store locally, then i think there is a good chance that Mail's Junk rule to "Mark as junk mail, but leave in my inbox” would probably work for you.

Thank you very much, this seems work for me. The spam folder has disappeared and I hope that spam mails now enter in my normal inbox.

Hello again,

Still problems here.

First problem: I can't get work the function "Mark as junk mail, but leave in my inbox". Activating this option, all junk mails still entering in my junk folder instead of my normal inbox.

Second problem (even worse): All mails from a particular contact are entering in the junk folder too. I already used the option "move to my inbox", but there is no way to achieve, that this mails enter in my inbox. All this is very frustrating☹️
 
This morning I tried to disable the junk filter completely, but the junk folder appears again and again and new junk messages (and some messages no junk) are still entering in this folder. I can't believe that such an important App of Mac could be so buggy, maybe this issue could be iCloud related. Anyway, its a very, very frustrating problem…
