Mail deleting emails

My iCloud mail suddenly seems to have started deleting all messages over 7 days old. I've been into two different Macs running two different versions of MacOs and confirmed that the deletion preference is set to "Never" (changed from 30 days yesterday).

Is it possible its being done on iOS?

Any other ideas of what I can look at?
