Mail doents make sounds anymore?

hello
for the past few versions of OSX my mail hasnt been making sounds when i send or recieve mail. i keep thinking it will be fixed in the next version of OSX, but it never is. Any help?

Mail > Preferences (Command + ,) > General > New Mail Sound > Play Sound for other Mail actions

Mine also doesn't make sounds anymore unless it's the active program.

On occasions, I too have had that problem. Completely shutting the machine down and rebooting usually does the trick.
